How do you add the cool .gifs under your names

It's called a signature. Find or make a picture that you like, upload that pic to some webspace then go into your Profile and use the following code in the Signature-section to point to that webspace:

just go to the link at the top-ish of this page called profile and look for the avatar box, click browse and look for a cool pic that represents you, i would say go for a pic that looks like a monkee, monkees are keeeeeeewl, you wanna see me spank my monkey?http://www.joecartoon.com/pages/monkeylooker/ heheheheheh monkeeeeeeeeee................

The coding is correct, and your image works when I go directly to it - redo it again in your profile, Ice - I've had this happen before as well.

no, its not that cuz I copied his sig just like that with tags and all and it works
