I use Mikrotik for this. You can get the local IP tables from Telkom. Load them into a firewall address list then set a firewall rule to check the address list first before choosing the interface.
If the IP address you are trying to access is in the address list then use the interface with the local only ADSL, otherwise use the interface with international ADSL.

Change the default password asap to something NON-DEFAULT.
Any pimple faced kid on the block (read: killerbyte) know how to scan ip ranges and check if noobs didnt change their routers default access credentials. Then its 123 to steal your isp account info and then you want to sue your isp because your cap is disapearing.

THe only local ranges I bother about is 196.0.0.0/8 168.210.0.0/16 and 169.209.0.0/16. It will be 98% of you local traffic. Or if you wanna have them all local-route-server.is.co.za and type in "sh ip bgp"
