Do any of you know whether there is any sort of device I might buy in South Africa to connect my Playstation 2 to my PC monitor without incurring
enough lag to make my games unplayable?

I wonder if it would work to combine a VGA->RCA cable with a female->female VGA gender changer...

You are looking for a VGA box (What StarPhoenix) has posted.
You cant directly connect RCA to VGA , because VGA has H an V syncs and RCA is all in one line.
To spit it there is a chip needed that can split the H & V-sync and feed it to the correct pin on the VGA Dsub connector.
