Forum Avatar upload problem

I'm helping a friend test out his new site and so far he's got the forums up but can't upload avatar, get this error when we try.

I'm sure some other guys must know, Camerons usually quite busy but I'd appreciate any help on this

Also my friend doesn't know a lot about PHP it seems, anyone know how you change a persons status to moderator or admin or something like that?
