Painting a chassis...

Ne help would be appreciated... When painting a case, do you have to first sand the enamel covering off, then apply a primer and then the paint? When spraying on plastic, like a speaker cover, do you need a primer and do you need to sand it or can you directly apply the paint? The spray paint I use is Aerolac. If pictures are needed of the things I want to spray just say so and I'll post it as soon as possible...
