http://www.phpbb.com/ (same as this forum) I think is the best you could get opensource AND free.

Other excellent forums that is not so free is Invision boards at http://www.invisionboard.com/ - give excellent control over forums.

No. PHPNuke is a content management system that links with PHPBB Like this site :)

So if you want your own personal site with forums use PHPBB on it's own. If you want a site similar to this one use PHPNuke and PHPBB.

It has to be Invision Power Board. Its free (unlimited trial) and it works MIND-BLOWINGLY brilliantly!
