That depends on who your ISP is and how much downloading you are doing. What sort of account do you have?

Unless you're paying insane amounts of money for an unshaped account you will always be shaped in one way, shape or form.
Are we to assume you have an uncapped account of some description and are presently being throttled for abusing the FUP?
