As of last night [following a Windows update] I have been unable to open Control Panel applets such as Uninstall and some programmes,
though they show up in Task Manager do not appear on my screen. Some application start up only to close abruptly. I have scanned my
hard drive, but not found anything untoward.
Do you have any idea as to what is behind this?

On a hunch, I installed the UNi Xonar 1790 modded driver over ASUS' official driver and...problem
solved. Windows works properly again.
