Software / Freeware for creating a flash website

Software / Freeware for creating a flash website

So last year I took it upon myself to create our medium-sized enterprise a little website in basic html using a WYSIWYG editor, website looks okay and is functional.

I have decided that I'd now like to try snaz things up a bit by creating / updating a flash-based website for us. I came across some free templates at Flashmo and now want to take the basics and edit them to suit us. The problem is, what software can a person use to do this? We won't fork out for Macromedia Flash Pro or anything like that, but surely there's some freeware for flash design similar to the plethora of freeware html packages.

Can anybody suggest something?

If you are okay with spending a little money use Joomla with a flash theme. Using a CMS is much easier and more efficient (Opinion).

Thanks for that info, Joomla turned out to be exactly what I'm looking for, going to dabble into that a bit.
