To GIF or not to GIF

Hi, hope i'm doing this thing correctly. I saw some cool gifs and would like to try making my own for my avatar. If any1 can help me with a free gif creator or free image editing program that can create gifs, i would be very happy!

Do I need to close this topic and say someting like "Thanks I got what i was looking for" or something like that?

THE GIMP i also use it and its Indeed powerfull yeah! and user friendly :D
