Peer Web Server

I'm using Win98 and I'm having a problem with certain ASP websites.
They seem to time-out very quickly, before the whole page has loaded.
I understand that I should change the Server.ScriptTimeOut property in the IIS tools, but there is not IIS tools for Windows98.
I used WindowsXP Professional's "Help and Support" and came across this article ( here ) which explains that I need <b>Peer Web Server</b> instead of IIS.
But if you follow the link on the page to download the <b>NT Option Pack</b>, you are not given the option to download it for Windows 98.
How to install Peer Web Server software for Win98 or to simply change the value of <b>Server.ScriptTimeOut</b>?
