Which format is best to save in, in Photoshop PSD or EPS ??

Hi there all, Im designing some adverts for my company, now when we send it to the newspaper they say its pixelated.. so here's my actuall questions...
1.What format is the best to save in, EPS or PSD, also what pixels/inch
2. Is it better to imbed fonts or not ?

PSD should be fine. You can send the fonts with the file. EPS is huge. Not sure which pixel/inch ratio to use.
