My Coolermaster Jet 7 which I've had for about 2 years now came with a fan-controller and it worked fine for the first year, but now I keep it on full blast, because if I even turn it down a little bit the RPM's go way down and sometimes even shuts the fan off.

Can I remove the fan-contoller and if so... at what speed will the fan spin (at default)?

If you have a fairly recent mobo (doesnt even have to be that recent) the bios will manage the fan.

I have a Socket A(462) mobo.

Will the fan blow at speeds according to the fluctuations in temparature of the cpu or just at one speed?

That feature is mostly make\model specific. Find your make and model, post it here and I should be able to give you a url.
