The purpose of usergroups is to give permissions to a group of users. For example, you may want a group of 5 users to moderate part of the forum, or have a section which is only accessible to, say, 20 users. Instead of assigning those permissions individually, you would create a usergroup, add those users to the group, and then assign permissions to the group.

Usergroups were not designed for any other purpose.
