BIOS seting: CPU throttle??

In the BIOS you get this setting to change the percentage of the CPU throttle. What does it do exactly and what should it be set to?

thermal throttking prevents your cpu from over heating by sending it empty/idle clock cycles.

google it and youll find specific info on settings
