Interrupted downloads

Why doesn't windows have a built in function to continue interrupted downloads. Open office is 50mb and each time i try to download it i get operation timed out at at +-70%. Download acceclerators are blocked by the sites so can anybody tell me of a program that can resume downloads but isn't a accelerator that gets blocked.

try using GetRight but don't use the segments? hope it helps!
