Once it has been implemented, which of the two would be the easiest to use and administer ?
I'm implementing a site for an organization then handing it over to them to use and administer themselves, but they need to be able to learn the system easily since they have no experience which might be a bad idea but there's no other option. They can be thankful that I'm not giving them a Drupal site to manage
So... zikula vs joomla?
Zikula vs Joomla

How well does wordpress handle content and user management? The organization has users that need to login to download forms and stuff uploaded by their office administratorAnthro wrote:Wordpress - and this is not a troll attempt

Wordpress is definitely far easier for people like you are talking about to learn. Never having even looked at Zikulu, I can't really answer your question, but I think that Anthro's suggestion is worth considering.
