A recent announcement from the Federal Trade Commission (FTC) on proposed plans to salvage the State’s newspaper industry has been pulled, according to the Wall Street Journal. The plan outlined ways to save the print newspaper industry by charging fees to news aggregator sites that source information from newspapers, levying taxes on electronic devices like iPads and notebooks and handing that cash to the print news media

So under that law you'd have to pay royalties to newspapers for printing this article on the PCF site

I'm not sure. I don't think U.S. law would travel this far, it barely works over there as it is.
