Where to study web design in Cape Town?

I'm down to my last dimes, things are looking pretty dismal but I think I would really like to study web design, so I just have a few questions:

What would it cost? Which are the best ones? How long will it take? Is it worth studying? What are my chances of getting a job with this degree? I have a small qualification in IT and it turned out to be not so useful?

So if you guys could please help me out and give me the right advice?
