Check that all you admin sub-extensions are installed. Sometimes stuff installs, but only the part required at that time is installed, then afterwards when you need additional functionality from that module, you have to go back and manually install it.

How far are you with the development of the site? If you are not too far, I would recommend building the site with j1.5.23. Best and most stable release.
You can set it so that the first post has a public access level, and give the rest a "registered" access level.

To the OP, Joomla has built in Poll system.
You can do so much more with Joomla, but for a basic site Wordpress is the simplest imho. My issue with Joomla is how they completely rewrite it with every major upgrade (1.0 to 1.5 to 1.6, etc.) and don't provide any way to simply upgrade. It smacks of really bad planning.
Drupal is really nice, but again far more complicated than Wordpress. Seriously, for a basic website you need nothing more than Wordpress, which just works as it's supposed to all the time.
