I think Lil Wayne wrote the lyrics to this song while he was having a seizure...
I'll wait for our resident reviewer Moolean to give us his take on the visual art depicted in the video but I suspect "Windows Movie Maker for Dummies" and the camera on an iPhone stolen at an auto show played pivotal roles.
