Bullet control in Microsoft Word 2007

Under what circumstances would Microsoft Word apply a bullet point to the first paragraph ABOVE the selection I have highlighted for bulleting?

How do I force Word to apply bullets the way I want them?

If you just highlight the paragraph incorrectly bulleted and unbullet it?

You might have used shift+enter instead of just enter?

If you want to make your own bullets use Alt+7 - but you can't 'force' Word afaik.

Then I am back where I started, and the section I highlighted still does not have bullet points applied to it?

I would go with Doo's suggestion. Shift enter would do it too.
