Windows Server 2008 Security Group question

Hi all
Here's a scenario:
I have a single forest with multiple child domains as sites.
The one site needs to have a Security Group for a few Sales' users who need to be able to log on to all Domain Controllers in the forest.
That site also won't have a Global Catalog as I chose to run Universal Group Membership Caching as it has a slow WAN link.
Any ideas on what type of group scope I should use for them? (Universal or Global)
