Allentown City Surveillance cameras capture Allentown police officer ramming a 14 year-old student against a parked car. After that he backs away and pulls out his taser. Although the minor puts up her hands in surrender, he zaps her in the groin, and she goes down in agony. She had to be hospitalized so the barbs could be removed from her.
The video, taken outside Dieruff High School, entered into evidence as part of a federal lawsuit filed last week against officer Jason Ammary and the city of Allentown.

Oh, the poor 'little' thing - Considering the fact that someone in a controlroom somewhere was keeping the PTZ very nicely aimed at the action, I'm assuming that some kind of incident was taking place.
I'd love to hear the full story of what predeced the whole thing and what happened in the time the video 'jumped' at 18 secs.

Yeah, I'd like to see/hear the full story. I don't think the copper necessarily tazed her groin on purpose, or maybe he was trying to engage is some impromptu eugenics.

Maybe that is what happened. 0:18 to 0:19 he was already on her like a fresh donut when he jumps back and zaps. If she had any weapon on her she can pretty much kiss the minor argument goodbye.

I don't think the region of the tase is the issue here. As I understand it, the complaint is that she had her hands up in surrender before he tased her. I think that's what the lawsuit is about, and what the video is being used as evidence for.
