Internet Explorer not talking to Proxy Server

At work, all computers that are supposed to have internet access do so through a proxy server on our LAN. Ordinarily that is set up through Internet Options -> Connections -> LAN Settings and then filling in the details for the proxy server, clicking on the "Advanced" button and adding in addresses there.

Usually this will bring up a username and password request when one tries to access the internet. However on one machine,
Internet Explorer appears to ignore the proxy and therefore cannot go online. Why is this and what can be done about it?

On the same machine, ehrn the user starts up Outlook, it gets as far as the splash screen and then hangs. WHat is going on here?

you've confirmed the box is genuinely on the LAN and you've checked DNS for duplicate entries?..

Yeah first confirm full network connectivity from the PC to the proxy and to perhaps the exchange box.
If you can ping them both, then there might be something else wrong.

Account locked out?
Perhaps the users account was added in "Control Panel, User Accounts, Advanced Tab and in Managed Passwords list. that will tell windows that whenever it needs to authenticate the logged on user, it will refer to that username and password. Like it's cached on the machine then. If that is in there and the users account password changed, then that might be something to do with it.
