Actually it may be possible that it is only a 8inch sub with a custom cone/tube made for it.

when measuring a speaker you measure across the cone, so if that cone is x inches across then it is referred to as an x inch speaker.
I think what you are referring to is the size of the voice coil or magnet.
ie: that could be an 8 inch coil with a mofo of a cone attached - but the sound would be awful, if audible at all.
