Well, if he's in the middle of the road he isn;t in your way (assuming you're driving in your lane). Trick question?

Otherwise - there is an island between two lanes (Dual-carriageway)

There are street lights next to the road?

He isn't really there and you should lay off the drugs.

Back to the topic on hand...assuming the above 4 points as laid out by rusty, one could have the motor running at the correct velocity for liftoff, whilst applying the wheels brakes until the turntable was at a high velocity. If you then released the brakes, the centrifugal force would shoot the helicopter off the side, at which point it would take off.

[-24h] After rethinking this, it makes sense that the plane actually would take off - the wheels vs. conveyor aspect is actually misleading - the wheels are not fixed to any 1 point on the conveyor and thus do not inhibit forward motion.

Briefly: when an object travels outward, the directional component of r changes in your centripetal force. at this point the object ceases to travel in a circular motion.

Prime, No, it means that instead of having to describe the theory and it's workings by typing it out, I gave you a reference with the info contained.
