Seems a little bit high... according to Nvidia the Max safe temp for the GTS 450 is 100 degrees. I rekon it should be in the 65-75 degree range at load

Did a quick search, and some peoples fans were only going up to 30% on "automatic" control. Don't have an Nvidia card anymore so not sure how one would check this. You could also make sure your case cable managment and fan setup is good.... Maybe a fan blowing in directly onto or, just under the card so its own fan can suck in fresh, cool air.

I think I have found the problem. And it is indeed the fan speed. It stays a 30%(1500rpm) until it reaches almost 80 degrees and then starts bringing up the fan speed but only up to a around 60%. I will have a look for some software that will allow me to change things a bit
I will update the driver in the mean time. But all that afterburner allows me to do is to up the fan speed permanently and not at what temperature it starts to increase the fan speed.
Thanks, I am going to get a new CPU cooler for that and hopefully a new PSU......the 450watt one is rather rubbish
Edit: nevermind I have found the options I was looking for
