Francois Houtart, Belgian Activist Priest, Admits Sexual Abuse

A Belgian priest has confessed to a child sex-abuse accusation that came to light during a campaign to nominate him for the Nobel Peace Prize for his work fighting globalization's impact on developing countries.

The confession was published in a Belgian newspaper Wednesday and confirmed by the organization the priest founded, deepening a sex-abuse scandal that has rocked the Catholic Church in the country. After a spate of accusations this year, the church in September published the harrowing accounts of more than 100 victims of clerical sex abuse, some as young as 2 when they were assaulted.

In October, after supporters of 85-year-old Francois Houtart began working to nominate him for the Nobel, a woman contacted the nonprofit organization he founded and said the priest had abused her brother 40 years ago, according to its director, Bernard Duterme.

Houtart resigned the next month from the board of Cetri, which publishes reports critical of developed nations' actions in the Third World, Duterme said.

Houtart told the newspaper Le Soir that he twice touched "the intimate parts" of his cousin, an incident he called "inconsiderate and irresponsible."

In her e-mail to Cetri and the committee to nominate Houtart for the Nobel Prize, the victim's sister also pointed to her testimony in the church's report, Duterme said.

There, she details the abuse of her brother, which she describes as "rape," by an unnamed priest.

She says the priest, who was a friend of her father, entered her brother's room twice "to rape him." "Before the third time, my brother went to tell his parents, who kept him in their room," she is quoted as saying in the report.

The priest isn't named in the report.

Houtart is in Ecuador and didn't immediately respond to phone calls and e-mail Wednesday, but he told Le Soir that he entered the boy's room, when he was staying with the boy's parents close to Liege, in eastern Belgium.

"Walking through the room of one of the family's boys, I effectively touched his intimate parts twice, which woke him up and frightened him," Houtart is quoted as saying.

The committee in November ended its campaign to nominate Houtart for the 2011 Nobel Prize, saying the priest had requested its termination because "his age and his personal projects would not allow him to fully assume the role requested in such circumstances."

In a statement, the committee said "thousands of people" in 74 countries had participated in the signature campaign, recognizing Houtart's role in the social justice and antiglobalization movement.

It has been a traumatic year for the Catholic Church in Belgium, beginning in April with the resignation of the Bishop of Bruges Roger Vangheluwe. Vangheluwe admitted to having sexually abused a nephew for years when he was a priest and a bishop.

In June, authorities seized hundreds of case files from a church and used power tools to open a prelate's crypt in Mechlin's St. Rumbold Cathedral, seeking evidence. The raid was condemned by the Vatican and later ruled excessive by a Belgian court.

However, the investigation into the abuse continued and in September the Catholic Church published an almost 200-page report detailing the testimonies of 124 victims of abuse by Catholic clergy over decades.

In the church's report, the victim's sister says her father went to talk to the priest about the incident a few days later and asked him to apologize, but the priest declined and "told my father that there wasn't anything more normal." Her father then cut off all contact with Houtart, the woman says.

In his letter to Le Soir, Houtart says he was "personally perturbed" by the incident, "since I was conscious of the contradiction it represented with my Christian faith and my function as a priest."

He says the boy's parents suggested he get in touch with a professor in Liege, who advised him to stay in the priesthood and concentrate on his work.

Francois Polet, a researcher at Cetri, said the organization decided not to go public with the reason for Houtart's resignation from the board at the victim's sister's request. He said the precise relationship between Houtart and the victim – whether he was a cousin, nephew, or more distant relative – wasn't clear.

"It was a big, big surprise and a big, big (disappointment)," Polet said of the revelation. "Directly for us it was very clear that we could not continue to have some kind of collaboration" with Houtart.

Greenwood man caught having sex with hogs

Authorities said a man who was caught having sex with show hogs will have his case presented to the Leflore County Grand Jury next month. Andrew Lee Nash, 52, was arrested on Dec. 3, 2010 after police set up surveillance cameras in the owner's stalls near U.S. Highway 82 and the Yazoo River.

Greenwood Police Chief Henry Purnell said the hogs were examined by a local veterinarian, during a routine examination, and the owner was told that four of the hogs had a vaginal infection.

"The owner of the animals knew someone was messing with his animals," said Chief Investigator Huntley Nevels. "And the veterinarian confirmed the sexual assault. So, the owner contacted police and the officers staked it out and caught him out there."

Nash, who lives in the 700 block of Mississippi Avenue, was arrested at the scene and charged with 12 counts of unnatural intercourse.

Nash's bond was initially set at $600,000, but later reduced to $60,000.

Nash remains in custody at the Leflore County jail.

Greenwood authorities said Nash's case is scheduled to be presented before the Leflore County Grand Jury next month. If Nash is indicted and found guilty, he faces up to 120 years in jail.

Mom arrested after showing police a photo of duct-taped toddler

BROOKHAVEN, PA.: A southeastern Pennsylvania woman who police say showed them a photo of her toddler duct-taped to a chair as part of an identity theft complaint is being held without bail.

Police arrested 21-year-old Caira Ferguson on child endangerment and other charges Wednesday.

Ferguson went to police earlier this month to complain that her identity had been stolen and someone had posted online a photo of her young daughter bound to a chair with duct tape covering her mouth.

Nether Providence Township police say Ferguson admitted taping the girl to a chair about seven months ago. Ferguson denied the allegations to reporters as she was transported to jail.

Ferguson's mother says she thinks another child was responsible.

The girl is in custody of child welfare workers.

14-year old child pornographers? Sexting lawsuits get serious

If a middle-aged man meets a 14-year-old girl, coerces her to film a 10-second clip of herself masturbating, then intentionally releases that clip on the Internet, the man could clearly be charged under US federal law against the “sexual exploitation of children.” But what happens when the “man” is a 14-year-old boy who the 14-year old girl likes? And what if the "coercion" to make the film is the boy's threat not to befriend the girl in their new high school without the video?

An ongoing federal court case in Kentucky is currently trying to answer some of the thorniest questions surrounding "sexting," the practice of sending sexually explicit photographs or videos to friends or lovers. Rules designed to stop predatory adults from taking advantage of children become murkier when both parties involved in sexting are kids; in fact, no federal precedent exists for these kinds of sexting suits against minors.

A new ruling in the Kentucky case will allow that lawsuit to move forward, however, with the judge deciding that even 14-year olds can be child pornographers.

I think that 14-year olds can be child pornographers, but not that they are in every case of sexting.

I don't think it should be considered cp if it remains private between the people involved or if distributed by accident, although some sort of punishment might be necessary in the latter case.

If they got the video with the intention of distributing it from the start, then I think it should be counted as cp. If they decided to distribute it after they got the video, they should still be punished, but I don't think it should be as serious as the former case.

A couple of paragraphs from the article sums up how I feel about it:

Last year, we profiled states like Illinois, Connecticut, and Florida which were debating law changes to make sexting a minor infraction when it occurs between kids of similar age or so long as the parties don't distribute the material to others without consent.

Sexting is "stupid behavior that young people will regret for years to come, but it shouldn't be treated as child pornography," Florida State Senator Dave Aronberg told the Sun Sentinel at the time. "We're trying to make the punishment fit the crime."

But sexting gets far more complicated when the images hit the Internet, or when extortion, coercion, and payment are involved. And whatever their provenance, such pictures and video may provide fodder for those attracted to child pornography.

As for the case mentioned in the article, I just want to note that they boy hasn't been guilty yet. His lawyers tried to dismiss the case based on what looks like a loophole to me. I do agree with the judge not to dismiss the case. The boy did decide to distribute the video to his friends, although it seems that it might not have been his intention from the start.

Mmm tough one. I don't think it should be cp if the girl willingly let the images/video be taken. In this case she was coerced / emotionally blackmailed so it is clearly wrong. They guy should be charged as a pornographer.

Tribble, You disappoint me! Ofcourse it's still cp, whether it was under consent or not.

Firstly, Sexual relations should be, and as far as I know are, illegal under a certain age, depending in which country or state the "offense" occurs. So just on the fact that they had sex, they should be tried on that separately to the pornography issue.
Secondly, I think any under-age child should be penalized for pornography accordingly. Look at a minor if he commits murder. He doesn't get tried as an adult but still receives a suitable punishment.

What it comes down to for me, is that too much leniency WILL lead to loopholes in the system.
What's the difference between child-sex and child-pornography? One is just an illegal distribution of the illegal act. Outlaw under-age sex properly and the distribution will be become a crime, punishable by law, regardless of age.
They need to be strict and have a standard punishment for having under-age sex and pornography regardless of their age. This goes for both parties in this case because it was consented and not rape.

This is coming from me being a father of 2 girls. It tends to change my view on the law regarding these kinds of issues.

Regarding this case, I think it should be a clear cut punishable offense and the trial should only be about how severe the punishment is to both parties. Make an example of them.
