Pretty-much the only way I can see doing this long-term is to move the country from exporting mostly raw materials and importing finished goods to making finished products locally. So yeah, massive investment in industry/production skills development and infrastructure. Kinda like the New Deal plan that lifted the US out of the Depression, or Barak Obama's current "Green Industrial Revolution" that's meant to do the same for the credit crunch.
I can't see our esteemed governors formulating, much less successfully implementing such an ambitious plan. These jobs will all be World Cup related. World Cup over, jobs gone, IMHO.
