A suspended municipal manager who has not been working for more than two years has been receiving a salary of over R1m. Johannesburg - The Phokwane local municipality in the Northern Cape has paid a salary of over R1m to a suspended municipal manager who has not been working for more than two years, the SABC website reported on Wednesday.

The official was suspended in July 2003 for allegedly purchasing vehicles to the value of R2m for municipal officials, contrary to the municipality's policies and procedures.

The report said that the municipality was one of the 18 Northern Cape municipalities under Project Consolidate.

The project is a hands-on engagement by national and provincial departments with local government aimed at strengthening implementation capacity, according to the government website.

Meanwhile, some areas within Phokwane did not have electricity and some residents still lived in mud houses, according to the report.

It added that Kgosto Mooketsi, the suspended municipal manager, was apathetic when asked about the situation.

"I'm not bothered... I'm carrying on with my life. Every month I get a salary... and that's it."

He also reportedly said he was not looking for a new job.

"I was offered a job in the Gauteng provincial government, but then I was not interested," he said.

Monnagaaratwe Modimogale, the Phokwane mayor, acknowledged that Mooketsi's case had dragged on for too long. The mayor said he wanted a speedy resolution, the report said.

A charge sheet was compiled and given to the prosecutor and the presiding officer, but the case was never concluded, said Modimogale.

Mooketsi would continue to earn a salary until the end of the year, the report added.

Disptach Online wrote: Suspended official recalled after four-year paid holiday

By Adrienne Carlisle

GRAHAMSTOWN -- A Public Works Department official, maintenance inspector Dennis Maart, has had a R400000 "paid holiday" for the past four years, and now he has been "recalled" to work pending a belated probe.

Maart was suspended on full pay for the past four years following allegations that he defrauded the department of about R450 000.

He was arrested after fraud involving more than R450000 was uncovered in the department in East London. Although the criminal charges were apparently subsequently withdrawn, Maart was still to have faced an internal investigation and disciplinary hearing.

According to the Public Service Accountability Monitor (PSAM), the R450 000 went missing as a result of a number of transactions involving bogus contracts paid for by the department.

Maart has never had to face a disciplinary inquiry nor do a day's work since September 1996 when he was suspended on full pay.

But now the acting head of public works, Monwabisi Baza, says Maart and "other officials" have been recalled to work while the department institutes an overdue investigation.

Baza admitted that Maart was not the only case.

"All the people who are suspended by Public Works and have been on suspension for a long time, we have called them back," Baza told the PSAM in a recorded call.

He said the officials concerned were not necessarily placed in the positions they had previously occupied. He could not immediately say what Maart's new designation or remuneration package was.

Baza said the officials were recalled so that the allegations against them could be investigated with a view to holding disciplinary hearings.

"I see no reason why they should be left there (at home) for more than four or five years, because a disciplinary inquiry can be run concurrently with the (criminal) case."
Dispatch Online I thought this sounded familiar... this story broke in 2000... reading between the bold comments, it seems to be normal practice to leave them drawing a wage @ home for anything less than four or five years.... as long as it's not more than that....

hmm.... maybe a clipping about the R400, 000 holiday travel bill which illicited the "and why shouldn't she?" response from our civil masters...

A man has told how he and his wife were robbed twice in one week by "police" who said they were looking for drugs and R1m supposedly hidden in their house. Johannesburg - A man was robbed twice last week by a "policeman" and two accomplices, who claimed they were searching his house for drugs.

Police spokesperson captain Cheryl Engelbrecht said three men, including a police officer at Midrand police station, had been arrested in connection with the apparentr "robbery".

Marius Engelbrecht, 24, of Fourways near Johannesburg told of his ordeal this week.

"My wife, Yanli, opened the door when the doorbell rang last week on Wednesday about 8.30pm (20:30).

"I heard a commotion and next thing the police opened my bedroom door.

"They said somebody had told them we were selling a large quantity of drugs."

According to Engelbrecht, they said their "boss" was still on the way with a warrant to search the house.

"At that stage, I was still calm. I mean, one trusts the police and I have nothing to hide.

"Then one of the men produced a gun and threw a duvet over my head. They slapped my wife on the head and told her to be quiet."

Recognised man at police station

Engelbrecht followed the men, who were allegedly in a Midrand police vehicle, in his own vehicle after they fled with R5 000 from his wife's handbag, three cellphones, jewellery and a DVD player.

"I later laid a charge at Douglasdale police station and the next day I came across one of the men at Midrand police station.

"He denied everything."

Scarcely three days later, three men arrived while Engelbrecht and his wife were at a wedding at which he was singing in Brakpan.

"I had sung only twice when three of our friends, who were at our home, phoned and said our house was being ransacked while they were sitting tied up in the shower.

"The men kept asking them where the money was," said Engelbrecht.

The three burglars took a further R3 000, a new DVD player and other household items.

Engelbrecht said: "I had not even had time to connect up the new DVD player and switch it on."

Turned house inside out

Engelbrecht said they later heard that a man apparently had told the police there was R1m hidden in the house.

He said that on Saturday the men had turned the whole house inside out and it was clear they were looking for money.

"I wish I had that much money," said Engelbrecht.

The couple moved to another address two hours after the burglary.

MWEB NEWS wrote: Man charged after intruder dies 3:48:25
A man who allegedly shot dead his attacker in self-defence at his home in Sinoville, Pretoria has been charged with murder. Johannesburg - A man who allegedly shot dead his attacker in self-defence at his home in Sinoville, Pretoria on Sunday has been charged with murder, Pretoria police said on Monday.

Inspector Paul Ramaloko said two armed men held up Len Parkin's 16-year-old son at 03:00 on Sunday and demanded to know where his parents were sleeping.

The son, who police have not named, took the men to the main bedroom where they opened fire on Parkin, 45, wounding him in his chest.

They also wounded Parkin's brother, Norman, when he went to investigate what was going on.

Len Parkin had meanwhile got hold of his handgun and opened fire.

One of the gunmen died. The other escaped.

Ramaloko said Parkin and his brother had been admitted to the Montana hospital.

Parkin was in a stable condition by noon on Monday.

"Because Parkin is in hospital, he hasn't been arrested. The public prosecutor will now decide whether the victim was using his firearm in self-defence or not," said Ramaloko.

The Pretoria News reported on Monday that Parkin's brother, who was shot in the back, was in a critical condition.

Parkin's wife, Marethea Liebenberg, told the newspaper she'd stayed calm during the incident. The trauma had not yet sunk in.

She said some of the shots were fired from her 10-year-old son's bedrooom.

"He cannot remember a thing, except that he heard two shots. My child was terrified," she said.

Liebenberg said her eldest son told her he kept the robbers busy for about 20 minutes when they insisted on going to his parents, even though they threatened to kill him.

She said the boy told them to wait in the living room while he locked up the dog, using this excuse to wake his father.

Liebenberg was reportedly too scared to return to her home, because the attackers appeared to have foreknowledge of its layout, asked for her husband by name and did not take anything.

The dead gunman had not yet been identified. Police have recovered his firearm.

SA army 'no fighting force' 08:49:23
Military specialists have said the fact that only 5% of South Africa's army is battle ready is a catastrophe and have called the situation 'desperate' and in urgent need of help. Johannesburg - Military specialists have said the latest battle readiness statistics of the defence force and specifically the army, which indicated that only 5% of some battle units would be deployable as a result of poor health - is catastrophic.

According to statistics, there were 11 618 healthy soldiers in the army, compared to 10 711 who were too sick too be deployed.

In August last year there were 16 460 healthy ones, compared to 5 445 sick ones. The percentage of healthy soldiers in the army's infantry formation - which has the most foot soldiers for deployment particularly in foreign countries - had decreased by 19% to only 29%, while the number of sick soldiers had nearly doubled.

Impossible to do proper training

Two of the 14 infantry battalions, 4 SAI at Middelburg (Mpumalanga) and 5 SAI at Ladysmith (KwaZulu-Natal) respectively have only 5% and 6% deployable soldiers.

A little more than a year ago these units could respectively deploy 50% and 32% of their soldiers.

Only 31% of 1 Parachute Battalion's soldiers - compared to 54% - were healthy in August, and only 26% of Special Forces (Recces) were healthy, compared to 53%.

The number of sick soldiers among the recces had increased from 12% to 21%.

According to Helmoed-Romer Heitman, a military specialist from Jane's Defence Weekly, these numbers confirmed why the army couldn't deploy a single complete battalion in a foreign country.

A battalion almost always had to get companies from other units to make up its numbers.

On paper the army had 14 battalions, who were supposed to be its fighting force, but on ground level the position was poor, said Heitman.

"The youngest numbers indicate how desperate the situation really is. There can't be another defence force in the world with so many sick or old soldiers."

"More than ever before it has become necessary to gather the healthy soldiers and put them into battle units, and get rid of the sick ones, who are only blocking the system. They should make way for young volunteers who are queuing to sign up."

"It is nearly impossible to do proper training with a battle unit with fewer than 30% fit soldiers. The defence force is developing into a huge welfare problem and cannot reach it's primary aims.

"The old and sick should be included in service brigades and trained to help with basic construction work or building maintenance if it is too difficult to declare them medically unfit and send them home.

"The defence force can simply not be regarded as a fighting force in this condition.

"In the next couple of years the country's involvement elsewhere on the continent will increase markedly. Something drastic will have to be done."

Birds pooping on power lines is one of the causes of transmission-line faults around the country, says Eskom acting chief executive Jacob Maroga. Cape Town - Birds pooping on power lines is one of the causes of transmission-line faults around the country, says Eskom acting chief executive Jacob Maroga.

Briefing parliament's minerals and energy portfolio committee on Monday, he said Eskom had gone so far as fitting "combs" to the top of pylons to discourage birds from perching and nesting on them.

The MPs were hearing from several stakeholders, including the national utility, on reasons for the recent spate of power failures in the Western Cape.

Maroga said: "Bird excretion can cause shorts and trips on our transmission system."

According to a graph included in his presentation, birds caused more than 400 transmission-line faults in 2000, but the incidence appeared to have dropped since then.

Other environmental causes of line faults included veld fires, lightning, snow, tornadoes and ice.

Kings damage luxury cars
Two Eastern Cape traditional kings have damaged the brand-new luxury German cars the provincial government gave them in March. Johannesburg - Two Eastern Cape traditional kings have damaged the brand-new luxury German cars the provincial government gave them last month, Dispatch Online reported on Tuesday.

It said the two BMW X5s were now grounded and had been sent for repairs.

The vehicles belonged to King Buyelekhaya Dalindyebo of AbaThembu BakaDalindyebo and King Zwelonke Sigcawu of AmaGcaleka.

Fixing the two cars, which were insured, would cost R40 000.

Two days after taking delivery of his luxurious car, Dalindyebo drove over a signpost about 20km from KwaZulu-Natal.

Local Government and Traditional Affairs spokesperson Siki Wababa-Putini said the car had a damaged front wheel and suspension control arms, costing about R25 000.

Dalindyebo confirmed to the Daily Dispatch on Monday that he had had an accident.

"Although it was a genuine accident, I feel embarrassed and feel like shying away from the people," he said.

Sigcawu damaged his car while driving from his Nqadu Great Place near Willowvale to Mngqesha Great Place outside King William's Town last Thursday.

Sigcawu's vehicle suffered similar damage, estimated at about R15 000. Sigcawu is now using the Nissan X-Trail he'd handed back when he acquired the BMW.

Wababa-Putini said the kings were driving at the time of the accidents and were on "official trips".

King Zwelenkosi Matanzima of Western Thembuland also dented his car in a minor accident, but was still driving the vehicle.

Local Government and Traditional Affairs MEC Sam Kwelita presented six BMW X5s to the province's five kings and a queen.

Eastern Cape House of Traditional Leaders chairperson Chief Ngangomhlaba Matanzima, and his deputy Prince Zolile Burns-Ncamashe each received a BMW X3.

The eight BMWs, costing the taxpayer R1,5m a year to lease and run, are a notch up from the Nissan X-Trails that the royals have been driving for three years.

Traditional house chairperson Matanzima bemoaned the accidents "because these cars are pretty new".

He said the house executive had spoken to the kings about proper maintenance.

"The kings each promised to ensure that the vehicles were cared for."

An ambulance driver and his pregnant patient have been robbed by a gang of armed men who ambushed them on their way to hospital. Eastern Cape - An ambulance driver and his pregnant patient were robbed by a gang of armed men who ambushed them on their way to hospital in Qumbu, the Eastern Cape health department said on Thursday.

On discovering the road blocked with stones, the ambulance driver stopped to move them, said spokesperson Sizwe Kupelo.

"Five armed men emerged. They assaulted him with a gun," he said.

The robbed the driver of money and a cellphone, also robbing the pregnant patient in the back of the vehicle of her cellphone.

"Our concern as a health department is that this could affect service delivery in the area," said Kupelo.

Concerns about delivery of healthcare

It was not the first time health workers had been the target of criminals. Last week an ambulance was stolen and last year a mobile clinic was hijacked.

Kupelo called on the community to help safeguard health workers, who were there to assist them when they were in trouble.

The resources in rural areas were limited and with drivers traumatised or in fear of their lives there could be delays should it be necessary to verify each call-out and ensure a police escort for every ambulance dispatched, he said.

Taxi mows down super-fit jogger
A super-fit man who jogged to and from work every day, has died an horrific death under a packed minibus taxi that dragged him for about 100m. Johannesburg - An employee of Johannesburg Road Agency was killed on Thursday morning when a taxi ran him down and dragged his body for about 100 metres.

Isaac Sebaka, 52, an outstanding athlete who worked for more than 30 years for the JRA in Zandfontein, north of Johannesburg, was jogging to work about 06:30 as he did every day of the week when he was hit from behind.

Onlookers and passengers had to lift the taxi off Sebaka after it came to a standstill.

ER24 emergency service spokesperson Nick Dollman said the accident occurred on the R511 between Diepsloot and Dainfern.

"He was running on the gravel shoulder next to the road where the taxi apparently was travelling to pass other traffic."

Dollman said: "The taxi hit him, dragged him for a long way and then came to a standstill on top of him."

Witnesses said Sebaka, who was killed instantly, was dragged for about 100m.

Travelling at high speed

Inspector Edna Mamonyane of Johannesburg metro police said the driver of the fully-loaded taxi said he did see Sebaka, but could not stop in time because of the gravel surface. "The taxi was on its way from Diepsloot to Fourways.

"It apparently was travelling at high speed to drag the body for such a long way."

Mamonyane said JRA spokesperson Raven Shabe confirmed that Sebaka had worked the JRA for more than 30 years.

"This is a tremendous setback. His family lost a breadwinner and it is tragic that one of the roads that we built claimed the life of one of our employees," said Shabe.

"Isaac was one of our hardest workers, he was super fit and jogged to work every day. "His family will be supported financially in this difficult time."

Up until recently I tolerated the crime, in the sense of waiting for the government to do something. Im losing patients. The government is not making a firm stand, the law protects the criminals and handicaps the citizens. Sorry for being captain obvious, but Im more and more leaning towards joining the flock who left. (and wants to leave.) More and more I realize we have retards in charge of this country.

This is a democracy right? That means the people rule the country, and those in parliament represent us, right? So that means we can walk up there and say hamba wena go away. But the average thabo in the township swallows every piece of pie the government feeds them, without questioning anything. No wonder cusato has so many supporters. Ignorant drones. Its sad. And Im afraid that will never change.

What to do? I can't emmigrate, I'm getting married soon, just settled down in a full time job and it is too expensive to do so.

I can't pick up an rifle and start shooting every criminal and courupt politician (witch are the same thing) cause I would be dead before making any difrince at all.

I can't complain cause like we all know it doesn't help.

As far as I can see there is nothing at all I can do to beter my situation, Soon I will have a family of my own, and I am lying awake at night allready thinking and worrying about things that can go wrong.

All I can do is hope that we won't caught in the crime and violence, and as off late... hope just don't seem to cut it.
