Thanks for the replies. Unfortunately, it is a no go on having my IP added to the proxy exclusion list (company policy and all that).
The proxy settings are entered correctly for all web browsers, and also under Internet Options.

I left the PC running for a few hours, and was able to gently wiggle the cooler off the CPU. Installed the new CPU and everything is running fine

It would seem as if the cheapest compatible CPU will be the Intel Pentium Dual-Core E5200 2.5GHz 2MB 800Mhz FSB LGA775 Processor.

After reading the review, it does not seem as if it will make that big a difference on the water temp in the res, seeing that the water is constantly being circulated through the loop by the pump. Maybe if it is left running for a couple of hours, there might be a noticeable drop in temp?
