you can use windows rdp works fine or vmware

i think the best and correct way would be to create a securtiy group in ad and manage the share from there.

add those user accounts into that group and it should be fine

the reason is that Latop users use cached credentials to log on when they are not on the network, unlike PC's which are always plugged in. you could virtualize your enviroment, that way you would be able to keep the system running using less servers or keep the same amount of server's and when the power goes out ( start your virutal server )
