Potch University wireless network

Hi guys I was speaking to a friend who attends Potch Uni, and she was saying that they are now meant to be implementing a system, whereby students who live within 3km's of the campus grounds can wirelessly access their emails and the internet from their own PC's. Does anyone know anything about this...
