The Radeon 9550 is clock locked unless you us hacked drivers.

I'd recommend the Omega Drivers (http://www.omegadrivers.net/) I'm using those, and I've got my Radeon 9550 running at 9600 speeds (325Mhz, normal: 250Mhz) :D Haven't overclocked it above that yet.

Well, if a heat sink is to hot to touch then it normally means that it's temp is above 55 (Rule of burned fingers). Yep, Dom is right. If the PC is under warranty and it overheats, then it is the manufactures problem, and they need to improve your cooling.

According to my A+ book a single beep means "DRAM Refresh Failure", while 5 beeps means "Microprocessor Failure"

So try to put someother ram in there and see what happens. Another idea would be to place your CPU in another mobo that you know works and see what happens.
