The Radeon 9550 is clock locked unless you us hacked drivers.
I'd recommend the Omega Drivers (http://www.omegadrivers.net/) I'm using those, and I've got my Radeon 9550 running at 9600 speeds (325Mhz, normal: 250Mhz) Haven't overclocked it above that yet.

Well, if a heat sink is to hot to touch then it normally means that it's temp is above 55 (Rule of burned fingers).
