I'd go for the HD6670 1GB because at those resolutions you can still add some AA and higher quality settings. 512MB isn't enough for many games even at low settings these days.

What network mode are you working on? Home, Work or Public? Also, when you go into the properties page for the Ethernet controller, what's ticked on the "Sharing" tab? Are you running a HomeGroup?

I'm using integrated MSE inside Windows 8 and I had it on Windows 7 and it was smooth sailing. The only thing I wish it included was the option to right-click and scan individual files.

Low-latency DDR2 RAM only ever made a difference in benchmarks - you couldn't really feel any difference in games, unless it hit the memory controllers quite hard.
