I am kinda new to anime I watch Naruto and Bleach mainly that I got from my sister at Rhodes ( she used DC++ to download ) and now that she has finished studying there I was wondering if anyone knew a local site where I could DL the anime? would really help me out.

Yes, that's correct. Download the nzb files from international sites. Then when you get capped you can dl it from the local news servers.
